One of the most used transport services for traveling both in Italy and abroad is the one called NCC. This acronym stands for “noleggio con conducente”, or rental with driver, and it has been an alternative for years to various taxis, buses, or traditional means of transportation for those who do not have access to their own vehicle. So when one does not have that independence of available means, services like this come into play at clearly different prices, fulfilling the above-mentioned needs. The number of licenses issued by the administration generally depends on the population density and the presence or absence of public transport in the area. In fact, NCC is recognized as a non-public or traditional alternative means of transportation. It is therefore considered a private means, often used by celebrities, wealthy individuals, and political figures, as a means of work or personal travel. Who Issues the Chauffeur-driven Car Rental License?

We have already partially addressed the question of who issues the NCC license. In fact, in the previous paragraph, we talked about the relevant local administration as the entity responsible for issuing chauffeur-driven car rental licenses. Just as it happens for taxi services, licenses to operate this service are granted by the municipalities in which they operate. Moreover, submitting an application is not enough to request access to the municipal competition announcement for obtaining the license. Above, we have highlighted how the number of chauffeur-driven car rental licenses strictly depends on the population density of the reference municipality and the presence or absence of public transportation in the area. However, we have not added another equally important criterion: a stacking of authorizations equal to 30% can be carried out. So, a third impacting factor on the maximum limit achievable by an administration during the issuance of the mentioned authorizations. They are distributed as follows: about 7,900 in the capital of Rome, almost 4,900 in Milan, half in Naples, 1,500 in Turin, about 800 between Florence and Bologna, and almost 400 in Palermo. In short, there are almost 18,000 chauffeur-driven car rental authorizations currently in Italy. This is an increase compared to previous years, considering that parallel services like taxis are losing attention and customer base. This fluctuating journey of these two types of alternative, non-public transport has gained ground over the years but experiences ups and downs in its existential path. After all, we are still talking about a fairly expensive means to reach a destination in the absence of one’s own vehicle. Having a driver to take us where we want at a given time is wonderful and makes us feel like VIPs or public figures for a day, but it is also essential to understand that not everyone can afford such a service. So, embedding NCC or taxi in the world of transport, they will always experience downturns, unlike buses, trains, or planes which, belonging to the public context, do not suffer from particular declines. This is a broad discussion that is especially relatable to the involved costs and sustainability in the long term.
